The crying face emoji 😢 is a simple one to decipher. It consists of a round, yellow face with sad, down-turned eyebrows over open eyes and a sad frown, with a simple blue tear falling below one eye.
There's no confusing this emoji for anything but sad and upset. It's also one of the emojis that's been around forever, first releasing as part of Emoji 1.0 in 2015.

What 😢 Means
The crying face emoji 😢 behaves exactly how you'd expect, primarily serving to express sadness, pain, disappointment and condolences. The frown and droopy eyebrows add to the effect, making it quite clear that these are not intended to be happy tears.
This also sets it apart from the other most popular crying emoji, the loudly crying emoji ðŸ˜. Because of the more exaggerated expression and free-flowing tears of this other emoji, it can be used to express both intense sadness and the opposite—laughing so hard that you're crying. The standard crying face emoji, however, it's more downplayed and doesn't ever have this connotation.

😢 From a Crush
Given the context above, it wouldn't sound like the crying face emoji is an obvious one for your crush to use if they're flirting with you, but that doesn't mean it's impossible.
On one hand, they might use it in all of the usual contexts to express a sense of loss or upset, or because they're feeling down. However, they can also twist it in a way that suggests they want to spend more time with you. If they use it in a text saying they miss you, for example, or to express disappointment when you can't hang out together, there could be something there. Does not being together make them use the crying face? If so, it sounds like they're looking for any excuse to be around you more often.
